Yes they can because they're magical
No, chocolate don't have their own land, but they do have Chocolate Town which is located in Candyland.
Yes there are candystores, but they prefer you to eat the chocolate outside unless it's an emergency like you've just defeated a bunch of dementors.
Of course the chocolate bars in the candy stores can talk to each other, they're magical remember. Although when a customer comes into the store they talk to the customers saying "buy me! buy me!"
Chocolate bars live on Chocolate Bar Lane in Chocolate Town. They go home every night after the candy stores close and come back to work before dawn hoping to be purchased and eaten.
There aren't separate stores for little candy bars. Little chocolate bars are located close to the cash register and are usually purchased for little children as the little candy bars have just the right amount of magic for a toddler. Of course adults buy them too when the want just a little bit of a magical lift before going home.
Little chocolate bars can speak about as well as a 3 year old child. And they do talk and carry on just like any 3 year old would.
Little chocolate bars live in the store until they've either been purchased or have grown to the size of a regular chocolate bar and then they move to Chocolate Lane.
I've never noticed Hermione eating chocolate. Why is that?

What do you mean 'spell?' I thought you just floated upwards by yourself, because you can do anything at Hogwarts. Now THAT'S magical!
